if debug language set to yes in the global configuration both back-end and front-end of the site give blank pages with server error can connect to server.
test environment ;
wamp server under windows7
Apache 2.2.22
PHP 5.3.13
MySQL 5.5.24

This should be fixed in current master. You can get a copy here: https://github.com/joomla/joomla-cms/zipball/master
