Correct factually incorrect @since tag which is a copy and paste error
This method was added in in Joomla 3.9.25 aadf697 and not Joomla 1.6.0, but it was probably copied from the framework Filesystem 1.6.0.
1.6.0 relates to joomla framework 1.6.0 and not Joomla CMS 1.6.0

Then they should all be changed as that code is copy and pasted from the framework and is no longer a framework file and therefore the version number is incorrect, and one could wrongly assume it meant Joomla 1.6.0 once the institutional knowledge is lost in a decade...

All the other @SInCE values in that file are for the framework
