Steps to reproduce the issue
fake a url on the frontend of Joomla 4 beta 7 while not logged in
http://127.0.0.1:4444/index.php?option=com_menus&view=item&client_id=0&layout=edit&id=105
(this is the admin url for editing the menu items, minus /administrator/)
Expected result
404/403
Actual result
500 Internal Server Error - Form::loadForm could not load file
