Loged in to the frontend and opened an article for editing. Only save and Cancel buttons.
Where is the "Versions button"? Can you please provide more info / screenshots?

It should be next to the save and cancel but ONLY on an existing article
Also check in the admin article options that versions is enabled in the Editing Layout tab
