Steps to reproduce the issue
in Joomla Global Config
Set your proxy host to be something unrealistic like
@£$%^$&%@$%^!£@$
Click save.
Expected result
Error message as that is clearly invalid hostname
Actual result
Configuration saved.
System information (as much as possible)
Tested on Joomla 3.9.24 but probably goes back decades :)
