[#3161] - JPluginHelper::getPlugin Returns Empty Object

Steps to reproduce the issue
In administrator\components\com_users\models\user.php
the function getForm() has an issue when in the user management and creating a new user. It's just a notice so it's pretty minor, but you can check the object with if(empty($pluhin)) etc.
This results in a notice:

Joomla 3.2.2
Php 5.5.9
Local Development machine running Xampp 1.8.3
