This was an outgrowth of PR #3141 where it was noted that when performing Batch actions in any component, the tooltips appear behind the modal window. This is because bootstrap attaches .hasTooltip to "body".
This patch changes the CSS selector for each Batch widget to .modalTooltip and sets the container to .modal-body.
We have one successful test as mentioned in Tracker: http://joomlacode.org/gf/project/joomla/tracker/?action=TrackerItemEdit&tracker_item_id=33303
