Summary of Changes
Added css statements to com_admin sidebars to limit height of side menu and allow vertical scroll
Added code to toggle side menu for help on small screens (copied from component screen)
Testing Instructions
Go to Admin menu / Help and select Joomla Help.
Scroll to the end of the list and select the last item
View with a mobile device size screen.
Repeat for the Global Configuration page
Test requires npm build

Nothing seems to happen because the iframe to the right is out of sight.
In responsive mode the menu is not collapsible
Expected result AFTER applying this Pull Request
The list is in a scroll div so it can always be seen and obviously changes for each selection.
In responsive mode the list is collapsible.
