If you exceed the maximum file size, which is set in the options of media manager you get the message: You are not authorized
This is misleading, because it is not a problem of permission. Better would be a message like: File size exceeds maximum allowed size

Steps to reproduce the issue

Media Manager - Options (default max size is 10MB)
Upload an image with more than 10 MBscreen shot 2020-09-04 at 08 15 36
