Summary of Changes

User can logout, just not when using Logout menu item type in com_users.

Testing Instructions

Set one user to require/reset in administrator mode
Login with the user to reset password
Try to logout
The user can't logout

I stick by my original comment that it is expected behaviour that you cannot do anything except reset the password
