Github blocked me from adding the following comment last night. Now I repeated the test with this PR and the result was the same in the Beta2-dev Nightly Build of 29 June:
After an email address was entered, went into a loop, displaying
"Please enter a password:
The system cannot find the path specified"

Tested unsuccessfully the command 'php cli/joomla.php user:add' in a freshly installed, out-of-the-box Beta2-dev of 30 June.

Working OK on Mac OS X with nightly build update of 2020-06-30. Can't test Windows.
