With #29055 I've changed the crowdin.yml to threat our INI as Generic INI files so we no longer get QQ (unsupported in 4.0) for the double quotes.
While that worked, it turned out we need the "Joomla INI" filetype for plural string detection. So I need to revert this to the previous state.
