On my 13,5'' laptop the backend looks like this:
It is a problem when there are too many tabs. There was a solution where the tab area hat it's own scrollbar but this has disappeared.
Complete screen, Top and toolbar have 100%, no horizontal scrolling needed

The physical dimensions of the screen dont really help to resolve this. Can you please post the screen resolution, browser and operating system

Win 10, Surface book, every resolution(I use 3000x2000). FF, Edge and chrome
even a 27" Screen iMac, half the screen gives a scaled 1600px x 1600px viewport size I get the same thing.
https://www.webfx.com/tools/whats-my-browser-size/ reports my viewport at 1600px x 1600px !

Was horizontal scrolling removed intentionally? If not, why don't we just remove these terrible overrides?

This was resolved with the horizontal scroll but someone removed it.
but is horizontal scrolling any better? I dont know many other websites that I can horizontal scroll on ...

For me in some views (e.g. com_users) the toolbar also extends off the edge of the screen
