[#28523] - [4.0] Viewing access levels ordering

Steps to reproduce the issue

Change the ordering of the viewing access levels. Go to any other page and then return to the viewing access levels

Expected result

The viewing access levels are now ordered as per the previous step

Actual result

There has no been change to the ordering. The ordering field in the database has not been updated.
