[#28520] - Media field inaccessible for medium screens

Steps to reproduce the issue
- Navigate to the Site Configuration.
- Enable the "Site offline" switch.
- Set the viewport width to a small size above 767px (for me, in Firefox, the issue shows at below 1000px).
- Try to access the "Select image" and "Delete image" (X) buttons.
Expected result
The buttons should be accessible.
Actual result
The media input doesn't change its width, so the buttons slide underneath the right form column and are no longer clickable.

System information (as much as possible)
Mozilla Firefox 74.0, Manjaro Linux
Happens at Joomla! 3.9.16 and current staging (9a517ca).
I got it wrong. I can confirm it. The problem begins when it becomes double-columned.

Joomla 3 is now in security only mode with no further bug fixes or new features.
As this issue doesn't relate to Joomla 4 it will now been closed.
If we are mistaken and this does apply to Joomla 4 please open a new issue (and reference this one if you wish) with updated details for testing in Joomla 4.
