If a content language is stored with an access level not accessible for non-logged-in users, it may create redirect loops for visitors. Especially if the content language happens to be the default language, this is bad.
This PR adds a check during save which will show a warning if the access level is not accessible for visitors. It will however still save the language in case the admin knows what he does.
I'm quite sure the language string for the message can be improved.
