Fixing the "format" URL parameter. Bug was introduced when the depreceated "no_html" was removed.
Now it is no longer possible to create other document types using "&format=raw".
This PR brings back this function but doesn't reintroduce the "no_html" parameter.

Since this is a platform issue could you please submit it here: https://github.com/joomla/joomla-platform
Also please replace the use of JRequest with JInput or we won't be able to merge it.
Jus the platform pull will be fine, we'll merge the platform back into the CMS soon.
