You change hardcoded to hardcoded js?
Then can just replace {{PHP_VERSION}} to 7.xx something, no need javascript.
But
I suspect a real bug with a build script, the template should be update while build,But I not sure what was planed for itsee comment #27905 (comment) by @SharkyKZ
