Summary of Changes
Articles filtered from Categories is by condition and not by published.
Testing Instructions
Go to Content > Categories.
Under the Published column, click on a number.
On the Articles page, no selection under - Select Condition -.
Apply PR.
Repeat steps above with the other columns.
On the Articles page, Published is selected under - Select Condition -.
Go Component > Tags
Filter on Select Tag Type

This fixes the issue in com_content but introduces the same issue in other components.
