User tests: Successful: Unsuccessful:
The default permissions were set as 6,1 ie manager and above
They should be set to 8,1 ie super users only
Test
apply the patch and then remove configuration.php and do a new install
in the global configuration permissions tab check to ensure that only super users have permission for web services login

I have already reverted the change in the docs
Note
I am not doing an update sql for this as it is user data etc
