Steps to reproduce the issue
- Create a Privacy menu and go to Front End. (email function is off)
- Fill up the required detail and submit.
- The system shows a Notice - Your information request could not be created. Could not start mail function.
- The new request collected at the Admin privacy request section.
Expected result
If the system shows could not be created then no record should get added.

System information (as much as possible)

Confirm it is a bug or has any purpose behind it.

Just checked and we do need it. The request might be stored in the database but the user is not able to confirm their request as we don't send out the email for them to verify the request.
So I would say that the fix for this is to not save the request if the email can not be sent, not to change the text
i'm afraid we are going to deal with the "Chicken or the egg" paradox
if we 1st send the email but for some reason(issue) then we can't store the data on the privacy_request table

The bug is that you do not have mail enabled or configured correctly. Just because the email did not get sent is no reason to block the submission
