If you compare the button sets as they are supposed to be displayed in the plugin editor you will see that they are not the same as the layout seen in the editor itself.

Actual Set 0
The main difference here is the presence of the font colour and font background buttons
AND if you look at the list of available buttons in the editor you will see that they are missing there as well
