Please don't include a PHP LESS/SCSS compiler in the 4.0 API unless it works 100% the same way as any of the JavaScript based tooling. The LESS compiler in 3.x might be convenient, but it's fatally broken and should not be used, and it would be a critical mistake for Joomla to introduce another broken compiler.
