Steps to reproduce the issue

Disable all three media-action plugins
Go to media manager and select an image

Expected result

The edit (pencil) icon is not displayed or disabled

Actual result

Icon is displayed and active. When selected you get an empty page

Possibly we should add a simple check here to see if there are any media-action plugins enabled
