Although we have to be careful because any sample data installed in sql (especially thinking localise.sql packs and the custom.sql file) will not be indexed into smart search as it stands. But by enabling the plugin all other content will be indexed

We could try forcing an index as part of install after the sql has run. but not sure how easy or not that's going to be. it should be fairly quick as there's never going to be that much data on install
