In almost all these fields we could have an unlimited number of items in the list although admittedly not in the one I chose as a screenshot.
If you don't want to do it this way then you need another way to indicate that multiple items can be selected.
You are actually mistaken about using chzn. in the past somebody used it on every select list because the styling for chzn was different to the styling for a select list. In this case we are only proposing to use it when we allow multiple options - not on every select. there is no way using a regular select box to indicate that more than one item has been selected
I'm closing this because it's effectively the same as #24122 which i already closed. I think where we can use the browser implementation we should unless we really need a dynamic filter option where we have large numbers of items in the list
