When you have more than 2 languages installed and the site is set as a multilingual site then there is a "propagate" link available when you have selected an associated item eg an article
This PR changes it from a link to a button with matching styling to the other buttons
Note the spacing issue between the icon and the text is due to the size of the icon (font awesome icons are not fixed width by default) and there already is an issue for this and its beyond the scope of this pr.
