Pull Request for Issue #25277 .

Summary of Changes

Update dependencies.

Testing Instructions

  • Input and Session handling (Normal CMS usage login/logout...)
  • Using phar files. ex: #23907

Maybe @jurihahn and @LoRexxar can test the phar-stream-wrapper update?

libraries/vendor/paragonie/sodium_compat/phpstan.neon.dist can be added to .gitignore

libraries/vendor/paragonie/sodium_compat/src/Core/Xsalsa20.php was renamed to libraries/vendor/paragonie/sodium_compat/src/Core/XSalsa20.php, that's gonna be a problem

I will add the phpstan.neon.dist later.
for the other thing we are back to #23725 but this time we can't control it...
