That is exactly the opposite of what it should be. The default value should be false in all instances.
It's actually part of the current issues we have that it defaults to true in some places when it shouldn't.
Closing this one.
That should be the case only for new 3.2 installations, not for upgrades.
Linked back from tracker item referenced to, since link back was missing.
Not yet sure if tracker item is related.
