Testing Instructions
To test, patch and use NPM
Install Persian Language.
Display the Media Manager
Before patch
The edit buttons display in RTL the same way as in LTR
After patch
The buttons are aligned correctly for RTL
Note: compatible with #24423

I tend to agree with @brianteeman here. One initial thought for actions in the top right, is it makes them easily accessed by thumb (right hand been most common) on smaller touch screens. Something not relevant to RTL/LTR.
