[#24411] - [4.0] Fix autoloading of extensions with com_ in their xml file name

  1. Fix loading of extensions that have com_ in their xml file name which caused their namespaces not to be found (to test rename administrator/com_content/content.xml to administrator/com_content/com_content.xml. Delete libraries/autoload_psr4.php. Before patch com_content will not be added. After it will.
  2. Only register the API directory if it exists
