To re-create this problem please perform the following actions:
1) Publish the tag cloud module, and make sure some tags are displaying.
2) Go to: Components-->Tags-->Options-->Show Tag Name: Show.
3) Go to your website and click on some tag in your tag cloud. At the top it should appear the name of the tag, but (at least in my case) it shows the name of the website.
