I'm taking an executive decision to merge as soon as drone goes green this based on the fact this issue with the idna library is sometimes causing tests to fail. It's possible we may get some library issues caused but i've done a quick test locally and nothing is obviously totally broken and we can fix the rest if anything crops up (administrator and site work fine. cli was broken the same way before and after)
