[#23993] - on content before save not working in modules

Steps to reproduce the issue

create a content plugin with onContentBeforeSave method
and go to modules (custom module) edit and save
but onContentbeforesave not work same content and other components

Saving extensions triggers onExtensionBeforeSave event.
