Summary of Changes
Give more information when the installation of an extension fails.
The german Joomla forum is full with quetions about the message "Can't find XML setup file" and supporters always write the same answer: Check your tmp folder and permissions.
So the Warning can contain this information.
Testing Instructions
Code inspect or
Rename the tmp folder in one of your applications and see the message when you install an extension before and after the patch.
Native speakers: please help with correct English.
Of course there can be other reasons for this warning, a more generic wording would be appreciated.

My reading of the code is that only JLIB_INSTALLER_ERROR_NOTFINDXMLSETUPFILE would be shown in the scenario you describe
I agree and will close the issue for staging. If every possibility is described, it is too much.
Nevertheless we could try in J4 to display better and more precise messages.

If that really is the reason, I am not convinced, then we should be notifying the user BEFORE they try to update the extension
As far as I am aware only one of those strings is for extensions - the other is for joomla updates
