Currently there is no consistency in how the options in radio buttons are ordered. Global Configuration, most module options and Isis option have "Yes" first and "No" second, while most component, plugins and Hathor/Protostart options are ordered "No" first and "Yes second.
This PR changes the order so that "Yes" is always first in all places. Providing consistency across the various places.
The changes are all done in the XML files. There should be no change in functionality.
