If the finder plugin is not enabled, the user gets a message, containing a link to the plugin.
If the user has not access to com_plugins, this results in a 403 Error.
This plugin adds a check if the user has the core.manage right and if not, it displays a message without link to com_plugins.
Log in as a user who has not the core.manage right (for example in the usergroup "manage'.
The finder plugin may not be activated.
Then open the component smart serch.
Before patch: An alert with a link which throws the 403.
