Add Dispatcher to com_categories and com_workflows.
Testing Instructions
You need a user in usergroup 'manager', no super user.
Open the Backend Menu for Content and try to open categoris or workflows.
Expected result
The views for categories resp. workflows are displayed.
Actual result
403 You are not authorised to view this resource.
