Make sure you have TinyMCE enabled for your user, then go to joomla frontend with yur mobile android chrome, write an article and try to upload image inside the article
Normally it should upload the image and display it
Can't upload image couse the are no image upload buton

Why its not included in joomla 3,9,2 ?
Because all pull requests require testing and review and that one hasn’t
been fully tested yet.
