The install from web plugin has a series of checks to decide when to actually load the UI instead of only showing the "Loading..." message, those checks relied on the markup structure and events of Bootstrap tabs. As the tabs were all converted to the custom elements tabs in #21805 the install from web JavaScript needs to be updated.
