Steps to reproduce the issue

Joomla 3.9 with all new features enabled, including the plugins for consent/privacy

As super admin, in admin, create a new user
logout
login as new user on frontend

Expected result

Redirected to agree the privacy policy before I can continue with the blue notice (the same way I am if someone later invalidates my consent in the admin console, and then the user reloads a page)

Actual result

Im logged in with no redirect.
