Steps to reproduce the issue
Install Joomla 3.9rc
set timezone in Joomla Global Configuration to be something different to your time zone
Create a new privacy request
Edit that privacy request in admin console
Expected result
Consistant handling of time stamps
Actual result
On the left, the time has been convered to the configured time zone
On the right the time is GMT/UTC
