@wilsonge Using part of this PR, I solve part of the issue here while separating the language_client field. I.e. I get the correct client and id in the form when creating a new override and saves it ok where it should.
I just have to solve one aspect for the display of the administrator overrides in the overrides manager. (It works fine for site). Looking into this now

This does not solve the usability issue as described in #22014
EDIT: we can't wait for j4 to solve this problem.
If we can't solve then let's just revert.
