This patch fixes several ACL and toolbar fixes for com_finder (Smart Search).

1. Changed position of Option button in toolbar to next to the help button (so it is in line with all other components) for several views

2. The Index button in the toolbar of Indexed Content view is now only visible when user is allowed for the core.create action instead of visible for user with access to the component.

3. Purge button visible in toolbar of Indexed Content view when allowed for core.delete instead of core.edit.state (delete action, not a state change)

4. Clickable state button is now checking for core.edit.state action setting instead of core.manage for several views

5. The Edit button in the toolbar of the Search Filter view was visible when allowed for the core.create action, now checking for the core.edit action.

6. "Create a filter" link (visible when no filters added yet) in the Search Filter table now only visible when allowed for the core.create action.

7. When allowed for core.edit and denied for core.edit.state and editing a Search Filter you were able to change the status (published/unpublished). This is now only possible when allowed for core.edit.state action.
