Steps to reproduce the issue
Install sample data
Create a new workflow
Make the new workflow the default
Unpublish the Joomla Default workflow
Go to the existing articles and try to change the state of any article
Expected result
You will see the new workflow options in the dropdown
Actual result
You only see the original, now unpublished, workflow options and even though it is unpublished it still works
Bonus
Trash the workflow instead of unpublishing and it still works as above
