Steps to reproduce the issue
Create a workflow as shown in the screenshots in #21525
Can you see the problem?
I didn't create any transitions from the Archived state
Expected result
Click on the Change status button and get a the select list with a "no option available" or something
OR in the article editor change the status in the select
Actual result
Click on the Change status button does nothing at all - no matter how hard you bash the mouse ;)
No option in the select
