Probably due to some misunderstanding that this was an admin module when its actually a site module this was removed from the install sql although the code was still present
This puts it back into the install with the same id it had in j3
I also added the namespace to the xml
The observant will spot that their is no namespace in the postgresql - that needs to be done in another pr

Doing this for now. Either it gets removed at once or it should be installed. We can't have a halfway house. Thanks!
