Checks that allow_url_fopen is set so that it doesn't erroneously report
this transport as available.

Closing as here is no real progess since 13 Oct 13, the PR contains merge conflicts and is targeted at the master branch.
@OctavianC please open a new PR with testing instuctions and against the staging branche.

BTW @OctavianC now we not longer need a joomlacode.org entry this is all placed at issues.joomla.org and if you create a PR ypu don't need to open a seccond ticket.

Thanks for your contribution - At this time we are only using github as the place to submit code fixes, the actual reporting of issues and testing fixes is still taking place on Joomlacode.
Please can you:
1) Open an item on the Joomlacode tracker in the appropriate area.
