Steps to reproduce the issue

install 79fd949
Go to the list of modules in admin
http://joomla4/administrator/index.php?option=com_modules&view=modules
refresh the page 10 times

Expected result

The page refreshes and every item stays in the same place

Actual result

Take a look at "custom" - note it jumps around
Note that the ordering arrow, by default, is on position ascending
All other ordering, including position descending work as expected.
