Suppose this file was skipped when merging staging into 4.0-dev, so this PR is simply the same as #19342 but for the 4.0-dev branch

The Jenkins job doesn't have a 4.0 branch. Don't know if Drone lets you filter on branch. AppVeyor and Travis should use the right branch.
Eventually 4.0-dev will get merged back into staging, so surely it doesn't make much difference
If someone is looking at the build status then it should display the correct status information

It hasn't been skipped. I just haven't got as far as the 3.8.3 -> 3.8.4 upgrade of the 4 branch yet (well I'd started - but lost it when my macbook went into apple :( )

Surely they should be the build status for the 4.0 branch and not for staging?
